Defense Logistics Agency: Child and Youth Program

Synthesis provided multi-year analytic support for the Defense Logistics Agency’s (DLA) Child and Youth Program. During this period, we conducted a series of assessments of both facilities and services provided at DLA Child Development Centers; a review and update of all related child care standards into DLA operating instructions; and a business case analysis comparing the pros and cons of three enterprise-wide procurement strategies to achieve full compliance with quality of care performance standards at competitive prices for DLA’s child development center programs.
